Comment:   In my opinion this bird is an immature Jackal Buzzard. The dark back, head and wings with the rufous chest and dark leggings make me think in this direction. The pale eyes point to a young bird. Refer bird pix 68005 for comparison. I must admit I have never seen Jackal Buzzard in town though.
