Comment:   An interesting record. A diurnal raptor but difficult to tell which one. Could be a Yellow-billed Kite but I don't know if they breed so far up the West Coast or maybe a Pale Chanting Goshawk. The nestling is already some weeks old but when compared to the weaver's nest directly below the nest it is not all that big which could condratict species mentioned above. You mention that "no adults were visable" but raptors seen in the vicinity could likely give a clue. Sorry unable to help.
